Tory experts want city-region mayors

Powerful mayors for every English city and the four biggest provincial city-regions, with budgets ceded from a range of quangos, are proposed by a Tory policy group.

Michael Heseltine, head of the party's Cities Taskforce, backed cross-boundary city-regional mayors for major metropolitan areas Manchester, Birmingham, Newcastle and Liverpool. And where existing city boundaries are considered to encompass wider urban areas, such as Leeds or Sheffield, mayors would be installed above single local authorities.

The mayors would take over budgets ceded from quangos such as the regional development agencies, and English Partnerships.

Tory leader David Cameron is considering adopting some of the proposals as official party policy.
