Leader - Boris is right to make firms pay for Crossrail

Last week, Boris Johnson became something he has previously struggled to be - an executive mayor. Johnson came to power full of warm words about working in partnership with the boroughs and business, so much so that many students of London government wondered if he grasped that governing the capricious, unruly metropolis requires a firm hand.
