1. Do your homework. If you want to influence a particular government department, learn about its objectives and any germane policy statements it has recently released. "Also try to build relationships with relevant civil servants or ministers as this can provide a direct route into the department," suggests Mary Rayner, policy and research officer at Co-operatives UK, the national trade association for co-operative enterprises.
