Council chief warns of spending survey cynicism

A tight timescale attached to a government scheme to map spending by local public bodies has led to cynicism that the aim of the initiative is to enable future spending cuts rather than to improve partnership working, the leader of one of the 13 councils that is piloting the scheme has said.
