Jobs brokers off target for benefits scheme

All of the large welfare-to-work jobs brokers recently awarded multi-million pound contracts to deliver the Government's new flagship programme for the long-term unemployed are failing to hit their targets in a precursor scheme aimed at getting those on sickness benefit back into work.
