Exclusive - Gateway team in 'power grab' row

A directorate with responsibility for the Thames Gateway is being created within the Department for Communities and Local Government (DCLG) in a move that has been interpreted as Whitehall resisting attempts to transfer powers over the area to the new housing super-quango.
