Protecting the vulnerable

The credibility of chancellor George Osborne's budget pledge to 'protect the vulnerable' rests on two things. The first is whether his tax and spending plans really do insulate the poor. And the second is whether he has credible plans in place to support the parts of the country most dependent on public sector jobs when those jobs start to be cut. There are grounds for concern on both counts.
