Zero-carbon definition 'confusing' developers

The Government's definition of zero-carbon development threatens its ambitious housing targets and creates confusion for developers, according to a report.

Property body the UK Green Building Council (UK-GBC) said a more flexible definition would be required for the Government to achieve its objective of all new homes being zero-carbon by 2016....
