Heseltine: this report is no change of heart

Regeneration practitioners with long memories may think Lord Heseltine is as unlikely a scourge of quangos as he is a champion of local government. As environment secretary in the 1980s, he drove the expansion of urban development corporations which grabbed local authorities' planning powers. Yet now his Cities Taskforce, commissioned by David Cameron, is advocating the return to councils of almost all of today's regeneration quangos' powers and resources.

Heseltine describes the development corporations as a response to the different political climate of the 1980s, when "we were dealing with a hardline left-wing Labour movement that was in charge...
