February 2003: John Prescott publishes the Sustainable Communities Plan setting out plans to build 200,000 additional homes in four "growth areas" of the South-East and tackle housing abandonment in the North and Midlands. Misc 22, a Cabinet sub-committee chaired by the Prime Minister, is formed to oversee development in the Thames Gateway.

April 2003: Confederation of British Industry president and former Jaguar chief executive Sir John Egan is appointed to lead a task force looking at the professional skills required to deliver...
