One-third of bodies set up to reduce skills shortages are performing badly because they have poor leadership, according to the author of a major government review of skills.
Giving evidence to the House of Commons' Innovation, Universities, Science and Skills Committee, Lord Leitch said one-third of sector skills councils were performing badly, with one-third performing well, and one-third unproven.
Leitch, whose review called for employers to be given a greater role in skills provision, said the councils that performed badly did so because "strong leadership was missing".
"I liked the concept [of sector skills councils] but I didn't like the delivery - it's about strong leadership, getting employers to come together", he said.
He added that the lack of strong leadership meant there should be a "reformation and re-licensing" of sector skills councils.
