Mayor sets tough green targets for developers

All new buildings in London will have to be linked up to decentralised energy systems under planning proposals unveiled by Ken Livingstone.

The updated version of the London Plan, the mayor's central planning strategy, contains stringent targets for greening new development in the capital.

Livingstone said he would in future expect all major developments to demonstrate they are linked up to decentralised power or heating networks.

And the mayor said where feasible he wanted developers to cut the remaining carbon emissions of their buildings by a further 20 per cent by employing on-site renewable energy generators such as solar panels and wind turbines.

He said: "We must set the toughest targets to reduce our CO2 emissions on new development. This is an important step towards our zero carbon goal, and one that developers can, and must, step up to deliver."

The mayor said that he was also interested in seeing at least one major wind power project in London, and would expect the boroughs to identify opportunities for such a scheme through their development plans.
