Glancing through the internet, we discovered that North Yorkshire Police are very proud of their community support officers. A gruff individual in its press office, however, proved highly suspicious of this London-based magazine and its unreasonable requests for images. Over the last decade, we have witnessed considerable improvements in the cleanliness of our rivers and waterways. Fish have returned to many previously polluted waters and there have been widespread environmental benefits to both rural and urban areas. Much of this is due to higher standards in waste management and better regulation of 'draw down' from rivers by water companies. However, maintaining current levels of quality and securing further improvements may be about to become problematic.

Can Tony Blair deliver on his promise to deliver better public services at lower cost? A lot depends on the answer - including, possibly, the outcome of the next general election. To scoop Oliver Letwin's big speech, Downing Street leaked a report from its one-man efficiency team, Sir Peter Gershon. Gershon says private enterprise shows the way: it's more efficient in running personnel and finance functions, it uses IT more effectively, and it simplifies procurement and delivery.
