BBC1's Panorama asked the question that gives most Whitehall spin doctors nightmares - how can the government tell the country to go green while backing a third runway at Heathrow Airport? Part of the problem, the programme claimed, is down to a "cosy relationship" between Downing Street and the aviation industry. The government committed to expansion five years ago providing it did not break European laws on pollution, but the programme found that these have already been breached. While airport operator BAA argues that there will be more efficient planes by 2030, the show also discovered that they are not even in the development pipeline.
