An independent inquiry on local government funding to examine how to make the council tax system fairer and more sustainable is to be set up by the ODPM. The move follows the findings of the balance of payments review, which recommended increasing council tax bands and instigating new methods of local taxation such as reformed business rates. The inquiry will be led by Sir Michael Lyons and is expected to report back to the government by the end of 2005.

A shortlist of four potential partners to develop a waterside site in London's Docklands has been announced by British Waterways. The contenders are British Land, Canary Wharf Group plc with Ballymore Properties Ltd and Manhattan Loft Corporation Ltd, Grosvenor and Stanhope plc with the Royal Bank of Scotland. Wood Wharf is a £2 billion scheme on an 8ha site adjacent to Canary Wharf.
