The postal voters of northern England have delivered their verdicts on Europe, Iraq, the price of petrol and a whole raft of issues loosely connected to the matter in hand, which was (remember?) electing Euro MPs and local councillors. But no-one is noticing that this election is almost an irrelevance. For local democracy, there's a far more important - even momentous - event coming up this autumn. Then, these voters will turn out again - postally speaking - to vote on referenda in each of three northern regions (North-West, North-East and Yorkshire & Humberside) - to choose the future shape of local government in their area. And, whichever way they vote, the result will be the biggest shake-up of local government in modern history - far bigger than Peter Walker's botched reorganisation in the early 1970s, or John Gummer's equally botched modifications in the mid-1990s, which produced our present local government map.
