PMP casino development

PMP will advise Leeds City Council on the development of a 13,000-seat arena and a possible large casino. The firm will head a team including Donaldsons and Arup and will build on feasibility work completed last year that identified a series of recommendations for the future of music and entertainment in the city. The work will involve developing a funding model for the arena, site evaluation, advising on marketing and evaluating project bids.

Plans to transform Widnes Waterfront

Plans to transform Widnes Waterfront into a prime business location have been given a £5.6 million boost by the North-West Regional Development Agency. The investment aims to help Halton Borough Council bring more than 80ha of derelict land back into use over the next six years as part of the Widnes Waterfront masterplan. The project includes 104,000 sq metres of offices and light industrial space, public spaces, parkland and public art.

Appointment at Turley Associates

Ian Parkinson has joined Turley Associates in Manchester as an associate director in the urban design team. He moves from EDAW. Richard Knight has joined as an associate director from GVA Grimley. Sarah Foster has joined as senior planner. She moves from Manchester City Council.

Atkins study

A feasibility study of the Glasgow subway is to be conducted by Atkins to help determine the long-term strategy for the 10km passenger railway. The firm has been appointed by Strathclyde Partnership for Transport, the regional transport partnership for the west of Scotland. The study will be compiled following a stakeholder consultation and will include analysis of potential options such as the extension of the network or upgrade of rolling stock. The final report with recommendations will be delivered next month.

DCLG not hosting summit

The DCLG will not be hosting the sustainable communities summit that was due to take place in Manchester next February, it has announced. The department has decided to offer the private sector a commercial opportunity to run a sustainable communities event for the next three years. The DCLG is planning a series of regional events to discuss how it can engage with the public, private and voluntary sectors to help deliver sustainable communities.

Strong economy quality of life

A strong economy and proximity to London are key factors in the high quality of life enjoyed by residents of the South East, a poll has found. The South East England Regional Assembly survey found that 88 per cent of residents are either satisfied or very satisfied with their quality of life. Other strengths identified in the poll are links to mainland Europe and the environment. High house prices and congestion are the main weaknesses.

Plymouth masterplan

Shillam + Smith Architecture and Urbanism is to draw up a masterplan for Plymouth's post-war Efford housing estate. The project, commissioned by Plymouth City Council and Heart of Efford Partnership Board, is aimed at fostering social, economic and physical regeneration by removing barriers to employment, promoting social interaction, improving health and safety and encouraging participation in local development.

Livingstone support

The London Borough of Lambeth's bid to secure £22 million of lottery funding to regenerate Brixton town centre has earned the support of London mayor Ken Livingstone. On a tour of sites earmarked for redevelopment, Livingstone said that the bid would revitalise Brixton, making a difference for residents and visitors who come to the city for the 2012 Olympic Games. An announcement on the council's application to the Big Lottery Fund is expected in August.

Lancaster purchase order

Lancaster City Council's Luneside East compulsory purchase order has been confirmed by the government following a public inquiry. The council can now take the 6.4ha site into its possession by the end of September. A regeneration scheme for the quayside area features 350 houses, 8,000m2 of business space, cafes, bars, public spaces, parkland and walking and cycle routes. The authority has pledged to help relocate businesses affected by the order.

Walsall scheme

A £100 million city centre business and learning campus and a Tesco Extra store have been approved by Walsall Metropolitan Borough Council. The scheme is expected to create 500 jobs and is a joint project between the council, Walsall College, Tesco and Walsall Regeneration Company under the name Walsall First. A land swap between Tesco and the college will release a plot on Littleton Street for a college campus, while Tesco will relocate to the college site at St Paul's.
