There should be a health warning on this: "Old Hall is rabbiting on about trains again." But the point about trains is that they can work wonders for regeneration - or not, if they aren't there. In 1957, the economist Colin Clark wrote a famous paper, Transport - Maker and Breaker of Cities, and half a century has proved him right. Investors react to new transport links like Pavlov's dogs. They love heavy fixed stuff, like railways - it shows that the public sector is serious.

The industry-led board of a UK motorsport cluster met last week for the first time. Regional development agencies for the East of England, South-East, East Midlands and West Midlands are part of the Motorsport Valley initiative, which aims to create stronger links between motorsport companies and technology firms. A national motorsport academy is planned, as is a centre of excellence for motorsport engineering in the East Midlands, home to the Rockingham Motor Speedway. A language skills strategy was launched by regional development agency Advantage West Midlands last week, following research that showed half the region's exporting companies suffer from language barriers. Nearly one in six firms said the barriers had cost them business. The strategy proposes better training, pooling of resources by companies and developing translation services. The UK should have 100 per cent broadband internet coverage by 2005 to boost the economy and increase competitiveness, trade and industry minister Stephen Timms told an entrepreneurship meeting in Newcastle last week. He called for greater partnership between the broadband industry, the Government and the regions to ensure that every community gets broadband access.

Differences in the cost of living across the UK have widened over the last three years, new figures from the Office for National Statistics reveal. In the North-East, the cheapest region, prices were 91.5 per cent of the national average in 2003, compared to 95.3 per cent in 2000.
