A fine frenzy of claim and counter-claim has preceded the announcement of transport secretary Alistair Darling's decision on extra runway capacity in the South East, expected next week. According to the Confederation of British Industry, the UK's economy would be threatened by a decision to build anywhere except Heathrow. Leading airlines are promising legal action because they expect the anticipated decision to extend Stansted would require cross-subsidies from them.
