Retailers must put the principles of good urban design at the forefront of refurbishment and development plans to remain competitive, a report on the future of retail shopping centres says this week. The report, commissioned by the British Council of Shopping Centres (BCSC), also calls for a more flexible approach to internal design to make shopping centres more "exciting". Bournemouth arts centre gets thumbs up

A £20 million arts and education centre in Bournemouth's new cultural quarter was backed by planners this week. The New Winter Gardens centre, approved by the council, will feature public gardens, performance space, a cinema and student accommodation. It should be completed by 2009 and will create around 120 jobs.

A £60 million science park next to Leicester's National Space Centre has been agreed between developer Ingleby and the East Midlands Development Agency.
Skegness waterfront

Plans for a £100 million waterfront development in Skegness including a marina, quayside and a monorail were unveiled this week. The proposals by Paragon (Lincolnshire) Leisure will include 200 berths and a visitor education attraction within a number of glass domes, restaurants and bars. The monorail will run the length of the waterfront.
King's Cross review

A judicial review against the London Borough of Camden's decision to back the King's Cross regeneration scheme will be heard on 24 and 25 May. The King's Cross Think Again campaign group won the right to the High Court hearing in February. It will argue that councillors were wrongly advised about their right to reconsider the provisional consent their predecessors gave in March last year. A decision on whether developer Argent would appeal against a demolition injunction this week was also due as Planning went to press.
