When I saw this headline about the local government white paper in Regeneration & Renewal last week (p7) I thought: "Blimey, Ruth's being a bit hard line there", until I realised that it didn't mean leaders were going to do hard time for their misdemeanours. It meant that the Government had decided to solve its problem with mayors by abolishing the tiresome requirement that they be directly elected. Awesome. Why didn't I think of that?
