Last Word - Third sector drive may fail in practice

Ed Miliband, the minister for the third sector, made his first major speech recently, which provided a chance to gauge his thinking. In his speech, the new minister focused on a phrase that Lord Beveridge used in his 1948 report Voluntary Action, when he described the sector as "the driving power of social conscience". Miliband believes the third sector is once again at the heart of British society. "We have a huge opportunity to achieve enormous amounts together at this time because we are swimming with the tide of the country," he said. I don't know about the tide of the country, but the third sector is the darling of the political parties just now.

Like 'regeneration', the word 'community' is so convenient, with its fluffy connotations of neighbourliness and its nod to a politically correct view of society as a morass of identity-based interest groups, that its meaning is often stretched to breaking point. The latest offender is Jane Earl, the director of the Government's Assets Recovery Agency.
