Local government minister John Healey has threatened to introduce legislation to prevent businesses flouting new tax rules on empty commercial buildings. Changes to tax rules next week will cut the business rate relief firms can claim on vacant premises.

Ethical investors may be able to trade shares in social enterprises through a "social stock exchange" under proposals to be launched by the Rockefeller Foundation as Regeneration & Renewal went to press. A feasibility study - funded by £252,000 from the foundation - will examine the demand for an exchange for ethical firms.
