Measures to secure a yes vote for Manchester's proposed congestion charge were agreed by the city council last week. The final transport innovation fund proposal now includes reprioritised local transport plan cash to develop the East Lancashire Railway, the Blackburn-Bolton-Salford rail corridor and a station at Golborne. A Metrolink stop at Kingsway Business Park and more park-and-ride facilities will also be built.
