Within the ostentatious, gold-leaf Salon Justin Godart inside Lyon's magnificent city hall, 500 international regeneration professionals gathered last week for the Global City conference opening cocktail party. However, while the conversation flowed, the drinks didn't: although the tables lining the walls groaned under heaps of delicious cuisine and tantalising stacks of empty glasses, French protocol required that nobody could eat or drink until the mayor arrived. And he was late.
