Councils own billions of pounds worth of property that is not integral to their day-to-day operations. According to consultancy King Sturge, the 100 most property-rich authorities possess surplus assets worth an average of £100 million each. That is not to say they would want to sell all of them, and even if they did, private property investors would not have the funds to buy them all. Nonetheless, the sheer scale of the portfolio has awakened excitement in both Whitehall and the private sector.
