Commissioners appointed by CABE

Four commissioners have been appointed by the Commission for Architecture and the Built Environment, culture minister David Lammy announced this week. Planner Joyce Bridges brings government experience, having held director-level posts in the ODPM's urban policy unit and been planning director at the Government Office for London and the Government Office for the South East. The other appointments are Long & Kentish architects senior partner M J Long, design academic Deyan Sudjic and design consultant Lorna Walker.
Dean and Dyball chosen to develop Woolston Riverside site

Dean and Dyball has been chosen to develop the commercial quarter of the Woolston Riverside site in Southampton. The company, chosen by the South East England Development Agency, will deliver a major marine manufacturing and service facility to enhance the city's maritime heritage and reputation for marine engineering. It will work alongside Crest Nicholson, which was uveiled as residential partner earlier this month.
Low-maintenance gardens leads to decline in house sparrows

The trend for low-maintenance gardens with more concrete and gravel has led to a decline in house sparrows, according to research by the Royal Society for the Protection of Birds. Its study found that many chicks starved in June and July due to a shortage of small insects. The problem is particularly bad in suburban areas lacking trees, shrubs and long grass, it notes.
Council tax on band D homes to rise

Council tax on band D homes will rise by 4.5 per cent in 2006-07, the ODPM revealed this week. The rise would have been 4.2 per cent but now includes a contribution to the 2012 Olympics funding package, the department explained. Council tax increases set by York City Council and Medway Council have been designated for capping. Both have 21 days to respond before the government decides whether to set a maximum budget for the year or to take action to restrict future increases.
Local authorities fail to consider older people says report

Local authorities fail to consider the needs of older people when planning public transport, according to a joint report by the Healthcare Commission, the Audit Commission and the Commission for Social Care Inspection this week. The watchdogs claimed that the low priority accorded to foot care services by primary care trusts and the fact that a high proportion of older people do not drive is resulting in social isolation and a loss of mobility. Research to be carried out on investment in private sector housing

The Centre for Urban and Regional Studies is to investigate how investment in private sector housing can be better utilised. The research, commissioned by the South East England Development Agency, will be used to help develop more effective strategies for tackling unfit private sector housing as part of a commitment to the regional housing board.
ODPM publishes circular

A circular on the contents of economic impact reports for major schemes was published by the ODPM last week. The document says that reports prepared by applicants should demonstrate the wider economic impact of major infrastructure projects. Housing Corporation's affordable housing programme approved

The Housing Corporation's £3.9 billion affordable housing programme for 2006-08 has been approved. The investment shows an increase of 15 per cent on the past two years and will see the delivery of 84,000 affordable houses, 21,000 more than in 2004-06. The properties will meet the "very good" eco-homes rating, emitting six per cent less carbon dioxide than those built under the 2006 building regulations.
