A report by Europe Economics says that applicant authorities should have to "show solid experience of managing major development projects and success in regeneration". London Borough of Islington looses a court battle

The London Borough of Islington lost a court battle this week with mobile phone operators Orange and Hutchison 3G over masts at Canonbury Telephone Exchange. The ruling means that Orange can keep six antennae, four dishes and an equipment cabinet installed at the Highbury Grove site. Hutchison 3G can keep three antennae, dishes and a cabinet. The borough had argued that the development was too high and close to houses.
Carlisle City Council to pay out

Carlisle City Council has been asked to pay £500 to residents who complained about its handling of a neighbour's planning application. The residents were not informed about the development because the council made a mistake over house numbers and street names. The local government ombudsman found the local authority guilty of maladministration causing injustice. Carlisle has reviewed and changed its procedures.
Welsh Assembly Government draft version of Tehnical Advice Note 5

Draft biodiversity protection guidance for planners has been published by the Welsh Assembly Government. A draft version of Technical Advice Note 5 sets out key principles in planning for nature conservation and offers advice on preparing and reviewing development plans. It deals with conserving designated sites and habitats and protected species.
National recycling target

A national recycling target of at least 50 per cent should be set by 2010 rising to 75 per cent by 2015, Friends of the Earth demanded this week. The campaign group wants assurances that incineration plants will not be promoted as part of the forthcoming government waste strategy review. It argues that they are expensive, inefficient and polluting.
CABE Space runs a three-day leadership school

CABE Space is running a three-day leadership school for managers of parks and green spaces. A study by the group identified insufficient funding as the biggest obstacle to delivering high-quality green space. A lack of skills and training was seen as the second biggest barrier. CABE Space aims to train managers in how to access funding for parks and achieve good results.
Demand from the government by the CRC

Clear leadership and concerted action to reverse the rural housing shortage have been demanded from the government by the Commission for Rural Communities (CRC). In evidence submitted to the Affordable Rural Housing Commission, the CRC calls for housing policies to be adjusted to take full account of rural needs and secure a real increase in resources for affordable housing.
