Liverpool City Council is poised to refuse planning permission for a planned 440-home mixed-use city centre scheme supported by urban regeneration company Liverpool Vision. Developer Central Regeneration said council officers had recommended refusal of the project after pressure from government built conservation adviser English Heritage, which had threatened to force a public inquiry.
