Calculating the good of funding
10 December 2004
A decade ago, an American institute published Outcome Funding - A New Approach to Targeting Grantmaking. It was important because it set out a way to measure the impact of programmes, recognising that donors now need to know how the lives and conditions of those they fund have been changed. Public inquiry into Cambridgeshire CC's proposals
10 December 2004
The public inquiry into Cambridgeshire County Council's proposals for a 23km guided busway between Huntingdon and Cambridge closed last week. Bus lanes and priority traffic signals have also been proposed in Huntingdon, St Ives and Cambridge. If successful, the busway would serve Cambridgeshire's new town, Northstowe, where up to 10,000 homes are planned. Inspector Chris Gossop will consider evidence submitted during the nine-week hearing and make recommendations to transport secretary Alistair Darling, who will then decide whether to approve the busway. The council expects a decision in the spring on the busway, which would be the UK's longest.
First energy strategy for West Midlands launched
10 December 2004
The first energy strategy for the West Midlands was launched last week to tackle climate change and promote energy efficiency. Just one per cent of electricity consumed in the region is generated from renewable sources and its energy use is estimated to emit around 42 million tonnes of carbon dioxide into the atmosphere every year. The blueprint, produced by the regional assembly, Advantage West Midlands and the Government Office for the West Midlands, covers housing, energy efficiency, renewable energy, supply security and transport. A regional energy champion will be appointed to provide a voice on energy issues and create a regional energy office. The strategy aims to establish the West Midlands as a leading supplier of low-carbon goods and services.
