Every deprived area in Wales will receive extra cash for learning, post-16 education and training body ELWa announced last week. Scottish schools are "well short" of meeting the needs of the country's most vulnerable children, the head of Her Majesty's Inspectorate of Education told a conference last week. Graham Donaldson said that high-quality teaching, an imaginative curriculum and a better focus on individuals' needs would help bridge "the opportunity gap".

A report detailing the ways that housing associations in Tayside, Grampian and Fife can support tenants with financial advice was published last week by regeneration agency Communities Scotland. It follows a study of 900 households, which looked at the problems encountered by tenants, such as accessing bank accounts, loans and overdrafts. Plans for an urban cultural festival are expected to get the green light from Birmingham City Council next week. The city has won £2.1 million from the Arts Council and lottery distributor the Millennium Commission for the idea after it lost its bid to become European capital of culture in 2008. The council has also applied for £2 million from regional development agency Advantage West Midlands for the festival, which would run from January 2005 to February 2006.
