Liverpool City Council awarded money to transform Central Library

Liverpool City Council was awarded more than £31.5 million last week to transform the city's Central Library. The Department for Culture, Media and Sport awarded the money through the Private Finance Initiative. Once completed, the library will become one of the key buildings in the city's World Heritage Site. The library is set to open during Liverpool's year as European Capital of Culture in 2008.

Some local authorities in Wales to have deprivation grant increased

Local authorities serving the most deprived communities in Wales are to have their deprivation grant increased to enable them to deliver key public services, the Welsh Assembly Government announced this week. Finance and local government minister Sue Essex said the five per cent increase would ensure that councils could continue to provide key services "without having to place an undue burden on those least able to pay". Proposed Bexhill to Hastings link road could be 'highly damaging'

The proposed Bexhill to Hastings link road and associated business park could be "highly damaging" to the regeneration of the local area, according to a report published this week by environmental campaign group Friends of the Earth. It says that the development would move business out of the heart of the local area, and result in job losses and more traffic. Regeneration & Renewal relaunch website

Regeneration & Renewal has relaunched its website with a host of new features. The new site, www.regen.net, incorporates the former Regen.net domain, previously administered by the ODPM and the Scottish Executive. The site includes news and features, a searchable editorial archive, a jobs search, events listings and the latest tenders.

Appointment at Turley Associates

David Diggle has joined the Manchester office of planning consultancy Turley Associates as a planner. He joins from Cheshire County Council where he was part of the environmental planning team. Sid Hadjioannou has joined the firm's London office as planner. He has local authority experience with Stevenage Borough Council, where he was a planning officer. Robert Buckley and Mike Smoughton have both also joined Turley Associates' London team as assistant planners.

Appointment at Taylor Young

Richard Green has been appointed as associate director in the urban design team at architects Taylor Young, based at the firm's Handforth office. Green has more than ten years' experience of the commercial, retail and leisure sectors, specifically in urban regeneration projects. He was previously associate director at Leslie Jones Architects.

Law firm Clarks has appointed environmental and planning specialist Anne Harrison to its Environmental and Projects Group. She joins from government watchdog the Environment Agency, where she worked for six and a half years as in-house counsel.

Appointment at the Stop and Search Action Team Community Panel

Lord Victor Adebowale has been appointed as chair of the Home Office's Stop and Search Action Team Community Panel. The new panel, announced in July, will advise ministers on the use of police stop and search powers. The panel will attempt to identify ways to reduce the disproportionately high number of black and ethnic minority people who are stopped and searched.

Appointment at Arts Council England

Arts Council England has appointed Paul Collard as national director of Creative Partnerships, a government-funded programme that aims to give school children in deprived areas the chance to participate in cultural activities. Collard will take overall responsibility for policy, strategy and delivery.
