Leeds inner city area East Bank is set for further renewal after a mixed-use development was granted planning permission last week. Leeds City Council has backed Oakgate Group PLC's plans to create 185 flats, 2,508 sq m of office space and 255 car parking spaces. The area has already been transformed in recent years by £50 million of investment. This latest scheme will provide four multi-storey blocks, each with office space at the bottom and flats at the top. The proposal needs government approval because it does not fit into the city's unitary development plan.

Talented young people from disadvantaged backgrounds will be given priority for Olympic or Paralympic scholarships, the Department for Culture, Media and Sport said this week. Culture secretary Tessa Jowell announced that £10,000 scholarships will be given each year to 100 young people with the potential to be medallists in the 2012 Games. A draft plan to transform the west end of Morecambe was published by Lancaster City Council last week. The plan is a long-term vision for the whole area organised into different development phases. The council, the West End Partnership, English Partnerships and the Northwest Development Agency are supporting the plan. It took four months to be drawn up after consultation with the local community, organisations and partners. The key proposals include creating areas of public open space, upgrading streets and sections of promenade, improving access, remodelling houses in multiple occupation into family homes and clearing poorer housing stock.

Greg Smith has been appointed as the first chairman of the Gloucester Heritage Urban Regeneration Company. Smith, principal of Gloucestershire College of Art and Technology since 1997, has worked in various other colleges including the Gulf Polytechnic in Bahrain. He is honorary vice-president of the National Association for Business Education and a member of the Local Learning and Skills Council and Gloucestershire Strategic Lifelong Learning Forum.
