British Waterways has appointed Jerry Appleyard as general manager for the South East Waterway Unit. Appleyard joins the company from the Welcome Break Group where he was marketing and hotels director. He replaces acting general manager Ian White who will now return to his role as technical director, based in Leeds.

Attempts to thwart an offshore wind farm off Porthcawl failed this week in a Welsh assembly vote. Plans for a 30-turbine facility at Scarweather Sands were approved by the Welsh Assembly Government last July against the recommendation of a planning inspector. Ten assembly members tried to force another debate on the issue but were defeated. The scheme is now likely to proceed, although opponents could still press for a judicial review.

A public inquiry into one of the longest-running planning disputes in Wales reopened this week. The row centres over Tipi Valley in Carmarthenshire, an "eco-community" covering almost 65ha. Resident Brig Oubridge first applied for a retrospective lawful use certificate for a caravan and three tents in 1993. His application was refused, but the decision was overturned. After a series of High Court challenges, the dispute was handed to the Welsh Assembly Government to make a final decision in 1999. It has now reopened the hearing.
