Plans for a £12 million Olympic-sized swimming pool have been approved by Liverpool City Council. The facility will be built at Picton and will be supported by a Sport England grant. It will be one of only a few 50m swimming pools in the country.

Julian Thompson has joined the residential group of property consultancy Donaldsons as partner at the firm's head office in London. In his new post Thompson will be responsible for providing specialist advice on affordable housing, housing stock and scheme valuations. He joins from planning consultancy GL Hearn, where he was housing director. Titi Ogunwuyi also joins the group as a surveyor.

DEFRA has announced a £400,000 research programme into the impacts of climate change on key sectors in the UK. One of these sectors is planning, land use and the built environment. Land Use Consultants, in association with Oxford Brookes University, CAG Consultants and Gardiner and Theobald, will carry out the study on this sector. This research will focus on housing growth areas, with likely pilot studies identified in the Thames Gateway, Ashford and Peterborough.

Plans for a campus at the University of Wales Newport have been announced. Liberty Properties has proposed a one-site university and a business and research park at Caerleon Park, 3.2km from Newport city centre. The development conflicts with plans drawn up by urban regeneration company Newport Unlimited for a new university site (see page 14). The university said that it is considering both options and insisted that it remains committed to helping to regenerate Newport.

There has seen a substantial rise in the number of cases heard by Northern Ireland's Planning Appeals Commission (PAC), according to its annual report last week. Chief commissioner John Warke said that appeals received in 2003-04 increased by more than 50 per cent on the previous year and admitted that this has put pressure on staff and commissioners to meet targets. He pointed out that an examination of all appeal decisions revealed a near 50-50 split between positive and negative rulings.
