Taylor Skelton Walters sets up licensees

A nationwide network of licensees is to be set up by land development specialist Taylor Skelton Walters PLC to exploit profits opportunities in land development. The licensees will identify and secure planning permission for land development opportunities that are not being pursued. An initial recruitment drive along the M4 corridor has produced six licensees. The firm aims to have 50 covering the South East by March 2005 and a nationwide network in two years.
PPML Consulting formed

Pravin Patel and Marcus Lambert, former planning directors at ATIS REAL Weatheralls, have formed a planning consultancy, PPML Consulting, in Hertfordshire. The company will specialise in residential and mixed-use developments.
Minnerva to develop data system

Consultancy Minnerva is to develop an internet data system to support Transport for London's (TfL) transport planning and policy department. The company, which specialises in transport planning and software development, will make transport data for the capital more accessible. The Romulus system will enable TfL to get full value from major data collection programmes such as the London area travel survey and bus passenger surveys.
Hyder Consulting to carry out assessment

Hyder Consulting will carry out a strategic environmental assessment for local implementation plans for the London Borough of Barking and Dagenham. The company is also responsible for a sustainability appraisal for an emerging local development framework and four local development documents for Horsham District Council.
Hancock Town Planning opens

Hancock Town Planning has opened in Warwickshire. The practice, founded by Joel Hancock, formerly of Roger Tym & Partners, specialises in strategic and local planning policy as well as all aspects of development control.
Halcrow Group directs study

A retail needs study for Edinburgh and Lothian will be directed by Halcrow Group Ltd, with Donaldsons and Focus Market Research. The six-month study for Edinburgh City Centre Management Company, Edinburgh City Council and Scottish Enterprise Edinburgh and Lothian will calculate retail floorspace and turnover and estimate future growth in spending compared with physical capacity. The local authority will use the information to plan retail provision in the area to meet the region's needs up to 2015.
Mouchel Parkman's profits boosted

A successful merger and a healthy order book has boosted Mouchel Parkman's profits by 43 per cent for the year ended 31 July. Group turnover rose by 22 per cent to £271.9 million, generating a pre-tax profit of £19.4 million. The forward order book stands at £850 million. The company, which formed through the merger of Mouchel and Parkman in August 2003, said that it has established a platform for growth and is ready to exploit opportunities in the UK public sector marketplace.
Martineau Johnson provides advice

Law firm Martineau Johnson has been reappointed to provide planning advice to Birmingham City Council and help the authority to optimise its working practices. The legal company has advised the council on more than a dozen section 106 agreements over the past two years.
David Jarvis Associates quarry research

A research project to consider how quarries can be planned and restored for the benefit of people with physical and mental impairments is being carried out by David Jarvis Associates. Funded through the mineral industry sustainable technology programme, the project will produce a handbook to advise on including the needs of disabled people in restoration design and how to involve them in the planning process.
Capital inquiry avoided after golf club talks

A public inquiry into a proposed flood defence scheme in Edinburgh has been cancelled after the final objection to the project was withdrawn.
