Moves: Appointment at English Partnerships

National regeneration agency English Partnerships has appointed regeneration consultant Neil Mortimer as head of the National Coalfields Programme and head of community regeneration within its National Programmes division. Mortimer will be responsible for ensuring the coalfield programme's 100 sites meet their output and spend targets. He joins from consultancy GVA Grimley where he was a development consultant.

The awards, which aim to recognise and encourage best practice in sustainable waterway development and regeneration throughout the UK,are split into seven categories. British Property Foundation chief executive Liz Peace has taken over as chair of the National Planning Forum. She succeeds Birmingham City Council member Stewart Stacey, who resigned in June. David Sparks, who chairs the Local Government Association's environment forum, was elected as a vice-chairman of the forum this week.

West and East Midlands agree on a growth plan
