The Liberal Democrats have promised to use the planning system to deliver more affordable rented and shared ownership homes in a draft pre-manifesto published this week. VAT would be reformed to encourage developers to repair and re-use empty buildings and brownfield land. In brief: Proposed Olympic Park granted outline planning permission

The proposed London Olympic Park has been granted outline planning permission by the London Boroughs of Newham, Hackney, Tower Hamlets and Waltham Forest. If London's bid for the 2012 Olympics is successful, the main stadium, aquatics centre and velodrome will be housed in the park. The applicants are now preparing detailed plans covering such issues as employment, the environment and transport.
News brief: Nick Raynsford outlines plans for referenda

Local government minister Nick Raynsford this week outlined plans for "multi-channel" referenda in the North-West and Yorkshire and Humberside over elected regional assemblies, as predicted last week (Regeneration & Renewal, September 10, p2). He declined to give a date for the referenda.

The Royal Society for the Protection of Birds (RSPB) has produced its own vision of the Thames Gateway in which it challenges the government to ensure genuinely sustainable development that recognises and promotes the importance of the natural environment. The wildlife charity is calling for the protection of all important wildlife sites in the gateway, the creation and enhancement of accessible nature reserves and the minimisation of resource use and waste production in all new development. News brief: Pilot scheme says rent arrears not worsened

Pilot areas where housing benefit is paid directly to tenants rather than their landlords have not seen worsened rent arrears or created slum housing markets, according to the Government. Launching the next round of housing benefit council pathfinders, housing benefit minister Chris Pond said there was no increase in arrears in testbed areas.
News brief: Shortlist for London Planning Awards

The shortlist for this year's London Planning Awards is to include the Chelsea Bridge Wharf development, the Paddington Central masterplan, the Putney Wharf development and the Walthamstow Town Centre regeneration, London mayor Ken livingstone announced this week. The awards are run jointly by the Mayor's Office, business campaign group London First and the Royal Town Planning Institute. The winners will be announced at a ceremony in City Hall on 30 November.

Chelsea Bridge Wharf, Paddington Central, Putney Wharf and the redevelopment of Walthamstow town centre will compete for the award for best planning built project at this year's London Planning Awards, it was announced this week. Other categories in the awards include best public sector planner or planning organisation, best private sector planner or planning organisation, best planning conceptual project contributing to London's future and best community or partnership initiative. There will also be a special mayor's award for best overall entry from any category. Winners will be announced on 30 November.
In brief: Planning application lodged for Rochester Riverside scheme

An outline planning application was lodged last week for the Rochester Riverside scheme in Kent. Medway Council and the South East England Development Agency are proposing a mixed-use scheme that aims to create a vibrant community in the centre of Rochester. The scheme includes plans for between 1,700 and 2,000 new homes, a hotel and conference centre close to Rochester Bridge, a riverside walkway and cycleway and new town squares.
