A drive to raise standards and boost structured continuing professional development (CPD) has been launched by the Institute of Continuing Professional Development. Fellowship of the institute is open to all members of recognised professions, including town planners. Admission requires the completion of 50 per cent more CPD than the minimum requirement of the applicant's own professional body.

The Scottish Parliament welcomed more than 900 visitors to the first sitting of MSPs in its new Holyrood complex this week. First minister Jack McConnell outlined the Scottish Executive's legislative programme at the opening debate. The executive will introduce 12 bills in the coming year. Lord Fraser's Holyrood inquiry report into the spiralling cost of the £431 million building will be published next week.

Planning officers at Wirral Metropolitan Borough Council have raised concerns that the redevelopment of Liverpool's waterfront could blot views across the Mersey. The proposed Brunswick Quay scheme includes a 50-storey residential tower, which at 158m would become Merseyside's tallest building. A report to Wirral's economic regeneration and planning committee concedes that the building may make a dramatic contribution to the landscape but warns its location at the end of the docks is isolated from other high buildings in the area.

Les Sparks will become chairman of the design review committee at the Commission for Architecture and the Built Environment (CABE) from 1 October. He will lead a team of six fellow CABE members in reviewing a range of projects from masterplans to individual buildings and distinguishing good designs from bad ones. Sparks, an architect and planner, was previously director of planning and architecture at Birmingham City Council and director of environmental services at Bath City Council.

Rail and other public transport users should be represented by a watchdog with powers to order rather than recommend improvements, Transport 2000 argued this week. The lobbying group maintained that the Rail Passengers Committee should be replaced by an organisation with a remit to cover all public transport. The replacement should also be able to take on complaints and requests for compensation and have the authority to demand changes, Transport 2000 insisted.
