An electric car club service for residents at St George Wharf in central London is being established by developer St George. The Electric Green service, to be operated by Parking Partners, will offer electric cars for hire on a daily or hourly basis. The vehicles are designed for short trips in London and the service will aim to encourage residents to be environmentally friendly. Added benefits will include free parking in central London and exemption from the capital's congestion charge. The annual membership fee for the scheme will be £30.

A major study of Watford town centre and its adjoining areas is to be carried out by BDP London's Urbanism Group together with consultancies MVA and CB Richard Ellis. The companies, appointed by Watford Borough Council, will help the local authority to form a vision for the town for the next 15 years, including an urban design framework and development ethos. This will examine additional shopping development and improvements to the town's accessibility. The study will underpin the council's local development framework and provide a basis for a long-term strategy for the town centre. It will also co-ordinate major proposals for the development of the town's hospital area and its cultural and leisure quarter.

Faber Maunsell has been commissioned to carry out a project for AEA Technology on behalf of the Department for Transport's transport energy best practice programme. The scheme involves researching and developing a good practice guide on the efficient and sustainable operation of regional distribution centres. It will involve research and analysis of existing levels of energy efficiency involved in operations at such centres in the UK and will include consultation with a variety of bodies in the logistics industry.

Marlow Football Club has commissioned JMP Consulting to advise on its possible relocation. The Southern League club has outgrown its facilities at the Alfred Davis Ground, north of the town centre, where it has been based for the past 80 years. It wants to relocate to the Westhorpe Farm site in an area known as Little Marlow Gravel Pits, to the east of the town's built-up area, to free its current ground for housing development. JMP Consulting has been asked to prepare a transport assessment for each site. This will involve developing an integrated, sustainable transport strategy and measures to encourage visitors and residents to travel to and from both sites by non-car means of transport.

An economic, social and cultural scoping study of the economic climate and competitive advantages of Northampton has been commissioned from Scott Wilson Business Consultancy by Future Northampton, the economic theme group of the local strategic partnership. The study, which will be completed in October, will assess the business sector in the borough and recommend a strategic vision for Northampton. Meanwhile, Scott Wilson has also been appointed by the London Borough of Newham to carry out the first stages of a strategic environmental assessment and sustainability appraisal of the council's local development framework.

Stop Press: Procurement process for new public buildings

The procurement process for new public buildings is biased in favour of the Private Finance Initiative, research by a left-of-centre think-tank claims. A report published this week by the Institute for Public Policy Research argues that although the Government has introduced a new selection process for PFI, assessments are still biased against conventional forms of public procurement. It says this is because departments use PFI rather than other forms of procurement for accounting rather than value for money reasons.
