Economic Development: No prosperity in the North without peace, says Irish minister
24 September 2004
Economic regeneration in a devolved Northern Ireland will flow from a political agreement to restore power sharing, the Irish foreign affairs minister said this week.
Analysis: Are words enough to bond communities?
24 September 2004
A recent poll showed that more non-white people than white people believe immigrants must speak English to integrate. Paul Coleman asks: is communication really the key to cohesion? Language is the British National Party's latest weapon. Last week the far-right party won its first council seat in London since 1993, in a London Borough of Barking and Dagenham by-election. It beat Labour by 470 votes in a largely white working class ward. BNP activists reportedly showed potential voters a leaflet printed in Somali by the local healthcare trust, seeking to persuade voters that this proved Somalis enjoyed priority access to health services. Few voters, if any, could read Somali to check the BNP's claim.

Opinion: Getting mixed up over mixed use
24 September 2004
Those who assume that the cost/value gap has something to do with the difference between what I cost and what I'm worth are taking a narrow view of an important topic. It's the hot topic in public sector procurement of regeneration projects (not my salary: don't be difficult).
Opinion: New democracies show us how
24 September 2004

Opinion: Virgin upgrade is verging on the ridiculous
24 September 2004
This weekend, the North of England gets significantly nearer to the South. Fingers crossed and timber touched, the long-awaited, long-delayed West Coast Main Line upgrade opens. It won't run at French TGV speeds; it won't even manage 140mph, its original planned speed. But, with Virgin Trains' Pendolinos tilting round the curves at a steady 125mph, it will represent a transformation of our economic geography.
Editorial: Lib Dems could grab the wheel in Northern drive
24 September 2004
It's a long way from Liverpool to Newcastle by road or rail, but politically and socially the cities are sisters. How strange then that these hotbeds of trade unionism are now governed not by the party of organised labour, but by the party of the centre. In May's local elections, the yellow army stormed Labour's citadel in Newcastle and, after bargaining with the Tories and Greens, overcame Labour in another Labour town - Leeds.
Transport: Making the right connections
24 September 2004
Given the recent decisions by the government to shelve tram schemes in Leeds and Manchester, Britain's cities may fear that their light rail dream is dead. But if cities are prepared to integrate their transport systems, there's hope yet, writes Ben Walker.
Community Renewal: Making wardens work
24 September 2004
Warden schemes, revitalised with a cash injection in the Chancellor's spending review, are set to emerge around the country. Dr Sarah Edwards explains how to ensure that they fulfil their enormous potential.
