Five action points have been devised by English Heritage suggesting what the government should do to shape heritage policy. In a pamphlet published last week, the agency stresses that responsibility for the historic environment is a local matter. It calls for greater community involvement and says that the historic environment should be used to improve the quality of people's lives. A reduction in household waste brought about by a two per cent rise in recycling levels will help the country to meet its 2004 target for recycling and composting, the government claimed last week. A DEFRA survey reveals that household waste recycling and composting rose from 12.5 to 14.5 per cent in 2001-02. DEFRA said that these figures suggest that England will reach its 17 per cent recycling and composting target for 2003-04 and raise hopes that the more ambitious target of 25 per cent for 2005-06 will be successful. In brief: Plans submitted for hotel in former Midland Grand Hotel

Plans for a 244-bedroom hotel and 68 flats in the former Midland Grand Hotel at St Pancras Station were submitted to planners at the London Borough of Camden last week. The £100 million scheme, put forward by the Manhattan Loft Corporation and London Continental Railways, includes a hotel with restaurants, bars, a health and leisure centre and a ballroom. The St Pancras Chambers site was developed between 1868 and 1876 to designs by Sir George Gilbert Scott but has lain empty for the past 20 years.

Public bodies in the north are not doing enough to prepare themselves for the possible onset of elected regional assemblies, a local government think-tank claimed this week. A report published by the New Local Government Network says that public bodies are "doing little that will make them ready for elected regional assemblies" and complains of a lack of engagement on the regional agenda. Consultation on regional issues carried out by the government so far has been restricted to those "in the loop", the report complains. In brief: Plans granted permission for "super-school"

Plans for a "super-school" in Peterborough were granted permission by the city council last week. The establishment, proposed by the Thomas Deacon Academy Ltd, is designed to cater for up to 2,200 pupils. It will replace three schools - Deacon's School, John Mansfield School and Hereward Community College - as part of the council's reorganisation of secondary schools across the city. The academy will be built on a 13.4ha site covering the current Deacon's School and associated playing fields.
