A website designed to reduce the number of empty properties across London has gone live. www.Empro.co.uk will put prospective landlords and developers in touch with opportunities offered by long-term empty properties in west London. Details of homes will include a description, size, council tax band and photograph. Exact addresses will be protected. The site has been developed by the Empty Homes Agency, the ODPM, the Royal Institution of Chartered Surveyors, Urban Catalyst and the London Boroughs of Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow and Kensington and Chelsea.

England's nine regional development agencies exceeded all targets set by the government in the financial year 2003-04, according to latest figures. The bodies aimed to help create just under 60,000 jobs and achieved nearly 90,000. A target of 4,000 new businesses was beaten at 6,000 and 1,200ha of brownfield land was cleaned up or reused ahead of a goal of just over 1,000ha. Around £677 million was invested in deprived areas against a target of £571 million.

Plans to reduce the energy consumption of new buildings by 25 per cent through a buildings energy performance directive have been announced by the ODPM. The proposals aim to improve energy saving and reduce carbon dioxide emissions while retaining standards for ventilation, indoor air quality and health by 2005. Builders are urged to conserve fuel and power through improved insulation, heating, ventilation and lighting.

Seventeen planning, transport, and environment students have been awarded a share of £15,000 in the second round of bursaries from environmental consultancy RPS. The scheme, which started last year, aims to tackle the shortage of qualified planners by supporting students in postgraduate education. The candidates from seven UK universities will use the money to support a range of endeavours, such as travel, course funding, conferences and personal and professional development.
