The National Council for Voluntary Organisations (NVCO) has appointed Nolan Quigley as European and international officer. Quigley will develop and coordinate NCVO's European and international campaigns and relationships. He joins from charity the Royal National Institute of the Blind where he was European campaigns officer in the public policy department. Quigley replaces Giorgiana Rosa, who has joined voluntary organisations network Bond as a policy officer.

Urban regeneration company Renaissance South Yorkshire has appointed Rachel Cowper as inward investment manager. Cowper will be responsible for promoting the region as a prime business location to potential investors from the environmental and energy technologies sector. She joins from charity The Calvert Trust.

Oldham Council has appointed two assistant directors to help oversee regeneration within the borough. Paul White has been appointed as assistant director for area regeneration. He was formerly economic development manager with the council. Philip Jobling has joined the council as assistant director for regeneration strategy. He joins from Manchester City Council where he was head of strategic planning and transport.

David Theakston has joined the London Borough of Barking and Dagenham as park development manager, where he will be responsible for managing the parks and countryside ranger service, the Park Development Unit, the parks project teams and delivering the parks and green spaces strategy. Theakston joins from environmental regeneration charity Groundwork Medway Swale, where he was senior landscape architect.
