European rules governing the disposal of hazardous waste, which took effect last week, could greatly reduce the supply of brownfield land available for redevelopment. The European landfill directive dictates that hazardous waste material can no longer be buried in landfill sites alongside safer substances. At a stroke, this has reduced the amount of sites in the UK able to accept hazardous waste from 250 down to a maximum of just 12, none of which is in the South-East.

But the fund, rising to £150 million by 2007-08, won't pay for much in today's prices. Positive measures include a 50 per cent increase in social housing by 2008, a rise in regional development agency budgets (especially in the North and Midlands), additional commitments to improving services to small businesses and disadvantaged areas, environmental targets that will result in better waste management, the extension of the Neighbourhood Renewal Fund and even a boost for the rural economy.
