All the signs are that the number of houses to be built this year and next is not likely to be significantly greater than the low total of completions in 2003. Deputy prime minister John Prescott is pinning all his hopes on the plans for the growth area proposals. The Treasury, on the other hand, is seeking to engineer a far more extensive range of options based on the Barker review. As expected, these take us back to the long-standing Treasury belief that planning is an incubus on the economic growth of the nation. There is little appreciation of its role in creating the environment that makes the UK the preferred destination of so many international companies. Neither is there an acceptance of the research that shows that the planning system is economically advantageous and not an inhibition on growth.

GL Hearn is to evaluate the heritage merit of Victorian and Edwardian residential properties in north-west Bromley for the local authority. The study will examine the maintenance of environmental quality in the context of PPG3's objective to make economic use of scarce urban housing land. It is being carried out with a view to including the properties in extended or newly-designated conservation areas or in plans that would provide greater protection from inappropriate development.
