He is currently head of planning and leisure at South Northamptonshire District Council and will take up his new post in July. He replaces Paul Gregory, who is retiring after 18 years as a director with Borders Regional Council and Scottish Borders Council.

He joined as deputy chief executive last June and took over as acting chief executive following the departure of Alison Nimmo last September. Kirk has also been executive director at the East Midlands Development Agency.
