Child poverty groups have welcomed news of extra funds for early years intervention but have warned that much work needs to be done if the Government is to meet its target of ending child poverty by 2020. In the Budget, Gordon Brown allocated £669 million for the Sure Start scheme by 2007-2008.

Michael Lyons, the man who led the review into how Whitehall's 20,000 jobs could be relocated, has called on ministers to introduce a timetable for his recommendations as soon as possible. Lyons welcomed chancellor Gordon Brown's acceptance of his review in the Budget but warned ministers to introduce "sharper incentives" to encourage more government departments and quangoes to relocate outside the capital.

Local strategic partnerships are likely to face increased pressure to take charge of area-based regeneration as existing schemes are unlikely to receive extra support in the summer's spending review. Gordon Brown used the Budget to reinforce the Government's commitment to spend in key areas such as health, education and child support services, but remained silent on his plans for other areas of regeneration (see p7).

The Government has given conditional support to a proposal for a windfall tax on land profits. The tax would be levied on the rise in the value of land that occurs when a development gets planning permission. In her report on housing supply, Kate Barker said that the mechanism could fund new housing, infrastructure and industry training (see p8).

A report published at the same time as the Budget revealed that RDAs have won their battle to take control of support agency Business Link. The Commission for Architecture and the Built Environment (Cabe) this week launched a ten-point manifesto calling on ordinary people, politicians, local authorities and businesses to reclaim Britain's city parks, squares and open spaces. The Manifesto for Better Public Spaces is supported by a report which argues that making better use of public spaces has far-ranging economic, health and social benefits. Julia Thrift, head of Cabe Space, said: "What we're advocating is a more sensible attitude from local authorities and a greater sense of responsibility from ordinary people who need to start seeing the public spaces around them as their spaces - spaces that they can feel some ownership and responsibility for."
