Greenfields equal in size to Manchester would be built on as a result of the Barker plans, said the Campaign to Protect Rural England last week. It said the proposals would impose huge infrastructure costs on the public purse while fuelling regional economic disparities. Neil Sinden, CPRE's policy director, said that Barker's proposed housebuilding levels would cause an "unnecessary environmental disaster, placing huge areas of countryside at risk and undermining urban regeneration".

The Government has been quiet on a Barker proposal to move on from the Right to Buy and Right to Acquire schemes, which allow social housing tenants to buy their homes. The Barker Report said that a new scheme should be provided at a lower cost and with greater recycling of revenues than the existing schemes. The ODPM last year rejected the idea of allowing tenants an equity stake in their homes.

Barker has warned housebuilders to pull up their socks. The Government will now consult on proposals to ensure the industry improves its record on good design. The National Housebuilders Federation could also be asked to draw up a strategy to address barriers to the use of prefabricated housing. The Government will review progress next year.

Over-70s will receive £100 to help pay council tax as a result of last week's Budget. Together with the present winter fuel payment, it means that pensioners aged over 70 will be entitled to £300 a year, while over-80s will receive £400. Gordon Brown calculates that pensioners will be £26 better off a week. But Mervyn Kohler, head of public affairs at Help the Aged, said: "For all the apparent generosity of the chancellor's one-off gifts, there was no bold bid in the Budget to address pensioner poverty. The £100 subsidy to help people over 70 pay council tax bills will clearly help, but 17 per cent of pensioners remain in persistent poverty."
