Sean O'Grady, former chief planning officer at Stratford-on-Avon District Council, died this week aged 51 following a battle with motor neurone disease. O'Grady joined Stratford in 1978 and retired in 2001, on either side of a stint at New Forest District Council. He was a regular contributor to Tripwire, the magazine of the RTPI West Midlands branch. He leaves a widow, Sarah.

The first steps have been taken in creating a northern growth corridor in line with deputy prime minister John Prescott's vision for the region outlined in his Northern Way strategy (Planning, 6 February, p2). The Northwest Development Agency, Yorkshire Forward and One North East met last week to discuss a steering group for a new northern framework linking economic development, education, housing and transport policies along the M62. A separate task group, headed by One North East chief executive Alan Clarke, will drive forward the detail of the strategy.

A public inquiry into Oxford's new local plan is set to open next week. The plan was placed on deposit in June 2002 and the inquiry is expected to close in mid July, with an inspector's report timetabled for early next year. Oxford City Council claims that it is the first local development framework-style plan to reach inquiry stage. Planning policy manager Mark Jaggard said: "In preparing the local plan we have tried to embrace the new style of plan-making, not only by making the plan more focused and streamlined but also by speeding up the preparation process."

A deal to keep the Crystal Palace sports centre open for the 2004 athletics Grand Prix was announced by London mayor Ken Livingstone this week. Under the agreement, Sport England will take a further two-year lease on the centre so it can stay open while the London Development Agency (LDA) draws up plans for its redevelopment. This will allow resurfacing of the stadium track for the Grand Prix in the summer. The LDA will take over the lease of the centre in two years.

Plans for a wind farm in north Devon are being debated at a public inquiry which started this week. The proposals are for three turbines on farmland at Higher Darracott, near Torrington. The wind farm would provide power for around 2,500 homes, but Torridge District Council has rejected the plans for the 80m turbines because they are visually obtrusive.

Energy from wind power developments in the UK is set to triple over the next two years, according to figures released this week. The British Wind Energy Association says that 22 wind projects are due to be built this year and the resulting investment of around £1 billion means wind power projects could provide energy for a million homes by 2005.

An amendment to the Planning and Compulsory Purchase Bill enabling local authorities to issue a "temporary stop notice" before issuing an enforcement notice was tabled by the government this week. Planning minister Keith Hill said the proposed amendment would give councils the much-needed power to take action at the beginning of any unauthorised development.
